The Howard County Delegation of the General Assembly, chaired by Delegate Neil Quinter and Senator Edward J. Kasemeyer, completed a productive year in Annapolis, thanks to the hard work and cooperative efforts of all the delegation members.

Howard County bond bills resulted in funding for important local projects. The Capital Budget includes:

  • $450,000 for the planning and design of a community center and recreational park for North Laurel
  • $300,000 for the renovation, reconstruction and capital equipping of historic Blandair Mansion
  • $475,000 to assist in the dredging of Columbia lakes

Revenue Authority

As a result of a bipartisan effort in conjunction with the County Executive’s staff, the delegation crafted a bill which passed the General Assembly authorizing the County to create a revenue authority. This will allow the County to issue bonds or otherwise finance or operate revenue-generating cultural, recreational (excluding golf courses) and parking facilities.

Education

HB 259 provides for the reimbursement of actual travel and other expenses for members of the Board of Education, replacing allowances for travel and other expenses, in order to provide greater accuracy and fiscal accountability to the expense reimbursement process.

Public Health

HB 928 requires the Secretary of Health and Mental Hygiene to notify the county health officer of a license application to a health facility that will serve 16 or more individuals and to require the county health officer in turn to notify the County Council.

County Personnel

HB 451 increases the salary of the Howard County Sheriff, starting in 2007 and excluding the incumbent, to reach $85,000 by 2010.

HB 1443 establishes rights and tenure for deputy sheriffs appointed by the Sheriff of Howard County, including probationary period, evaluation and training requirements, disciplinary standards and appeal rights.

Business Issues and Regulation

HB 476 requires pawnbrokers in Howard County to file their inventory reports with the law enforcement unit in electronic format only.

HB 661 repeals the limit on the number of Class BLX (luxury restaurant) liquor licenses that may be issued in Howard County.
